where is the quest giver that awards ranger skills. i know where the mesmer and warrior is but that doesnt help me on my R/N

theres many many people who provide skills for completing quests . . . and since you're ranger primary I don't think Master Ranger Nente will hlp you(he provides the secondary rogue selection) but if you wish to find him you may find him along the great wall half way between ascalon and the breach

Master Ranger Nente is basically where Green Hills country used to be incase you haven't found the breach yet.
